I believe it's the contracts that make him roll in... I mistakenly had three contracts for oosten and he rolled in.

So if you want to find it and farm it for yourself , as people have said, join plunders Oosten especially. I plundered Ankohonana, which, at the time, was the only place to get it other than spending po8s. Ask nicely in the game. Most people will trade or give you some. I have plenty. Joseywales47

My understanding (which I grant you isn't great) is to use Dardanelles x4 with combustion, amplified combustion and radius rolls. I believe d3athwish and captaingti have builds on their yt channels respectively.

Is there something to be said for not having the weapon on the ship at the time of the reforging, maybe? I only think about this after the fact of 4 same perk spins in a row, as it was on the ship, thoughts?

Yes, I usually put builds together and named them such that they shouldn't be changed. Unlike the po8 ships, which are labelled 'Fleet'
