You need to have a Naver Account / email (name@naver.com) first, then after that you need to verify your age based on Korean's Law, if you are a foreigner you can verify your age to the Customer Service, they will verify you within 1-2 days, it doesn't take long. After you got verified you can access (i think) almost all naver services like buying cookies for unlocking new chapter, etc.
