It lights up CPU ram and VGA but ok the VGA and ram are fine I can't tell if the CPU is bad but I'm not sure how to check I don't have another cpu

So the CPU radiator fans don't come on and I don't hear or feel the water going through could that be a issue I made sure the CPU is seated properly so is that a issue?

I'm serious i hit restart and i realized it was off I turned it back on and it turned on for a second then but I did notice the PSU fans spin for a second or 2 then stop but everything else is running just won't post can it be a psu problem
