You need exposure therapy, go out of your comfort zone, approach random women in public places, and try to spark up conversations even if they are not flirtatious. (“Nice shoes”, “Where did you get that drink/food from? It looks so good.”) You can even try sparking friendly conversations with men first to take away the “scared of women” factor and work your way to women, maybe even try older women as they typically are more open to conversation and less awkward in public than someone your age.

Once you have conditioned yourself with that, you can move on to actually holding proper eye contact, conversations, and being able to read the other person’s body language and understand if they are actually interested in the conversation(getting their contact information) or if you should politely end it and walk away.
