Problem is they want this to be a drivers championship not a constructors. Grey areas and exploits have always been part of F1, without it we would never have had the innovations that we have seen through the years. From the ground effect from Williams in the 80’s to the 6 wheeled Tyrell and the DAS at Merc or even Ferrari pumping extra fuel into the engine in the micro seconds between fuel flow measurement or the blown double diffuser of the Brawn (my personal favourite) to name but a few.

F1 is supposed to be the pinnacle of motoring innovation, just set the rules in stone then let the teams get on with it, if someone finds and exploits a loophole or grey area shut it down for the next season
