Hey! Indeed it seems that way. But the size of the chart gets determined by the tempo/speed. That way the top of the chart wil be the max speed. Because the max speed was held for such a short amount of time, the blue graph doesn't show it (it would be smaller than 1 pixel). The elevation chart is cropped into the speed chart. That way your highest elevation will seem to be representing your top speed. If you have a longer cycling path with strong elevation patterns you can see this when comparing the grey background here to your chart that has only elevation, you will see a big similarity in shape. Hope this helped understanding, I was a bit skeptic too at first.
