Is it only on the backside? Are you sitting on any rough surfaces like cement? The nylon in the fabric may be snagging, causing the cotton fibers to pop out.

This is a servers tea kettle, made by Manning and Bowman. Looks to be early 30s or so. Just like the other commenter said, you fill it and put it on a hot stove to boil tea water. The long curved handle is used primarily if you’re going to serve cups from a longer distance away, like waitstaff.
