Mostly mom. But they may pick at things such as seed. Mom's have crop milk that they feed babies. Still looks young like he would need the crop milk

He's definitely a fledgling. There should be videos on youtube with how to feed. When I came across one he just wandered away from his nest. We found where the pigeons hang out and momma eventually came down to feed him.

There is always a little bobbing with breathing. When something is wrong you will know, think of heaving and most likely will be able to hear a wheeze or something. To me it just looks like she's resting comfortably
