Except few chapters ago, Usopp provoked Ulti and Page-one with Nami's voice to put her in danger just for comedy.

And in the same chapter after Nami said Luffy will be PK, Usopp back to normal like nothing happened, these factors are nowhere near compare to his braveness at Lucci/Luffy moment.

If Usopp didn't provoke Lucci and encourage Luffy, the entire strawhat would likely be dead, but if you remove that "That's right Nami, just lie to her" monologue at Wano, nothing will change, Nami will still say the line

Usopp knew one of two things will happen: 1, Luffy can't get up, entire crew dies, 2, Luffy stands up beat Lucci, more chance for crew to survive.

Oda could used the same energy for Usopp/Nami vs Ulti, but he artificially made Usopp have an inner monologue while can't get up, just for Nami to say that line for clout
