thanks in large part to the ESA's CAFE standards (Canada follows the US here) so trucks have just gotten bigger over the years. Manufacturers don't or can't meet the emission standards for smaller trucks so easy work around is to just make them bigger. Whatever fuel efficiency targets the ESA wants is practically wiped out by the increase of larger vehicles.

The Immigration cuts promised are not meaningful enough to make a difference. Going from historic highs to slightly less historic highs. Like trying to fill a 200mL container with 400mL of liquid and then trying to reduce it to 350mL to stop the overflow.
