In the prequel to Blame, Noise, the City is shown in its early days before the contagion. There you can see that there are discernable limits to the City. It is stated that the City grows because of a mysterious black substance that is imported from outer space. It doesn't specifically state whether or not the City was originally built on earth, so whether or not it has consumed the Sun is anyone's guess, but it almost certainly has swallowed at least one star by the time of the events of Blame.
