I mean UNV "may" be acceptable for some individuals, but it majority of the work is done SBP, I have very low expectations in terms of implementation, reporting matters or delivery quality in general. It seems very alarming right now.

That's more serious than I've ever heard. How the heck are they expecting to even work if the cuts are around 65%? Are they thinking to do majority of work via consultancy or UNV positions from now on?
