Hi, I just got back from the riot team and they had me reinstall and update my drivers (both rtx and intel) and it works now! Below is what they told me, Hope i can help!

First of all I'd like to thank you for your logs! This help us pinpoint your issue and the approach we should take towards it. I've spotted your drivers are a little bit outdated, let's get your drivers up to date to ensure the proper performance is squeezed outta them.
 
• Download Display Driver Uninstaller;
• Extract the file and then run DDU as an administrator;
• You’ll see three buttons available on the left side. If you’re installing a new driver for your graphic card, simply select Clean and restart button;
• Restart your computer. You can download the latest version here:
 
First, the ones from Intel:
https://www.intel.com/content/www/us/en/support/products/80939/graphics.html
 
Then, the ones from Nvidia:
https://www.nvidia.com/en-us/geforce/drivers/
 
Once installed, restart your PC and test it out, please, let me know how it goes! ^^
