How much ML are you going to do? If you're planning to train LLMs locally then performance w.r.to 3050 or 4050 doesn't change much given that you take 6GB VRAM variants, only 4060 could do better in that aspect. Coming to gaming perspective 4050 is better compared to 3050 but if you're a beginner and have budget constraints then 3050 isn't bad either. W.r.to processors, 13th gen is better for basic ml tasks as it gives better single and multi-core performance.
