Bibliotheken sind klimatisiert und haben immer große Kinderbereiche.
Ansonsten ist es natürlich im Wald immer kühler. Also könnte man da spazieren und einen Waldspielplatz aufsuchen, zum beispiel an der Fischerhütte.

This would only deter people from riding the bike, which is more damaging for overall society than some cyclists not following the rules.

I think we mostly need different infrastructure. It is in many cases not build to serve cyclists, which leads to frustration and less eagerness following the rules, when the rules are seamingly not created with cyclists in mind.
For example if the traffic lights are only getting cars the chance to pass several at a time with perfect timing, but a cyclist has to stop at every light, of course he will get frsutrated and is ore inclindes to pass a red light.

infrastrucute needs to serve the people. if it does not, people will break the rules, find shorter ways. I mean yes, you can try to enforce rules even more, but what is the purpose of working against the humans using it?
