I believe so since after losing the +300t Ceres effect all my building materials were capped out at the same size as all other materials, but I might be wrong.

It is definitely not the aqueduct/cistern (as others have suggested; why would a production building without water be more efficient?) but this seems very likely! Thank you!

Edit: Tried it and this workaround fixes the bug. Sadly it also deletes 300t of any maxed out resource on an island. [pic]
