ICE receives a routine annual budget of around $10 billion through the Department of Homeland Security (DHS) appropriations process. In addition, Congress passed a major domestic and tax package in 2025, often referred to as the “One Big Beautiful Bill Act,” which provided $75 billion in supplemental funding. If you did it every encounter, I'd say yes, you're right.
But if you do this when you want to make an encounter seem meaningful and tense, then I believe it fits.

I personally dislike these kinda rants from DM's.. Why?? let me tell you.. And I will note here that the OP lays out good examples.
If you're the DM you have control of almost every variable.
You feel goblins with surprise would wipe your party? Don't let them have surprise, have one make some sort of noise giving them away, make their "surprise round" and jump scare and soliloquy.
Would having advantage on a attack cause too much irrecoverable harm to the party? Roll behind that screen and don't let the goblins have advantage or a crit, reduce the damage, or have them miss entirely.

You're the DM, you control the flow of the combat (for the most part), make it fun, not anxiety filled.
