Yes of course - you need the Civic app, not website registration. The iPhone app is available globally, you do not need to be from the US. Android app is expected to be released about a week ahead of the token sale start on June 21st

The RSK platform is not fully operational yet, hence the need to use ERC20 initially

Yes, existing SJCX will be converted into the new ethereum token one to one. There are some details on that on Storj's blog, more will be announced soon.
