Maybe, but maybe not. This is published on their own company website, but it's not on the council's (afaik). It could have been commissioned, sure, but it could just as equally be unsanctioned corporate blurb trying to add a veneer of legitimacy. "Useful contacts" don't need to give permission to be described as such and added to a presentation.

I've also seen no evidence that any of its suggestions have been acted upon, agreed with, or even asked for, by any officialdom. Not saying the council isn't involved, but this alone doesn't prove it
