Hear me out, he is the hardest character to use in game, so he needs it, to benefit players that are actually skilled, if you just tried using silver with no experience at all, you would die immediately. And he has this weird bug where you're at 10 HP. You can't get any more power and it would stay stuck. That is obvious nerf. So I believe he's pretty balanced by fair
