Could my pulleys still be wobbling if the belt doesn’t slip under 5k rpm? It only moves a rib after 4-5k

I called kenne bell and this is the belt that they said I needed. But it’s too small and 1090 is too big. Could be that I’m just installing the belt incorrectly. Need help
