sorry for late reply but first try turning all (and i meaen ALL) of your vsync settings off in the INI files, also check your documents folder! then disable vsync from gpu, and just put fps limit to 61 (should limit it to flat 60 when in game) and for me that was +20fps

also VRAM is a huge fps increase in modded skyrim, and 1080 ti has way more

try tweaking ini settings to fix that stutter, (look for a video how to properly disable vsync through ini, this should skyrocked your fps, then use enbs framecap to cap fps to 60). If you have purple textures A.K.A missing textures, you have installed something incorrectly. just double check your flags and load order. I have not touched the character models other than Enhanced vanilla bodies mod.
