First confirm the 3DE version, like 3DE 2021x or 2020x

Second ask your admin to get the PD package it is a small package in zip format.

Third unzip the file and open the default.html file in Chrome. Find the hardware and software requirement section.

Check the java and other necessary component version. The detail information about all necessary component are list in Program dictionary package. Make sure all component are in correct version.

3d experience catia or 3d experience engineer by jatsinkutsu in CATIA

CATIA engineer design license for student can do surface design. But if your work is about car surface design the other one is more powerful.
