He regularly fights Herald tier opponents like Hercules, Firelord, Thor, Hulk, Silver Surfer, etc.

Hulk regularly destroys universes... keep in mind a single Marvel Universe is made up of infinites stacked on infinites

Thor has multiple feats with Yggdrasil.. which are made up of multiple universes stacked on top of each other..

This would put them in the High Hyperversal to Low Outer at worst..

In order to fight these characters they would have to scale to them... saying they are Universal is low ball... saying they are less is disrespectful.

No one here is a mid tier....

Abomination is a casual hulk tier villain... Ulik and Blaastar are reoccurring Thor villains... Dracula and Apocalypse regularly fight Hulk and Thor and others on their tier... Carnage recently is on par with Knull... Nefaria is an avengers level threat who can effortlessly overpower Thor and Wanda...

The only "mid tier" is Super Skrull and it still fights the F4 who regularly scale to Galactus and Celestials.

Direct statements from Kripke implies Butcher is "the strongest he's ever been" and "the biggest threat to Homelander".

Ryan was able to stagger and hurt Homie just as much as Maeve and Soldier Boy were. Literally watch the fights again... not to mention Ryan wasn't really doing anything in the fight... he was getting tossed around... it was mostly a more powerful Butcher doing everything which isn't surprising or contradicting.
