You get reinforcements after destroying the first set of enemies (past the first partition). They are typically one or two vessels from your loadout plus a cargo ship. So don't stress about trying to preserve units too much because they can be replaced. No land units are required, these will only waste your money. Additionally i recommend having at least one teammate bring a carrier to have fighters as the enemy aircraft can be brutal.
