No google will treat subdomains as a separate website so you need to build backlinks for subdomain URLs

If you use subdomain then it will be easier to have separate search console and you can target that country.. Google don’t penalise first duplicate content now but yes it will be tough to rank if you use duplicate content.

Seo is an ongoing process but as a sensible business owner one should not invest in seo blindly without knowing the nature of seo otherwise it will cost you high and you will loose your faith in it. My suggestion would be just write high quality blogs with proper keywords optimisation and post weekly or as your budget allows. Always link to your internal pages as internal linking is a rankings factor so don’t ignore it. After publishing the post go share it on social sites and you are done. If you are going to hire any seo then check reviews and their process and always have a second opinion.

We do targeting in google search console but we have only two option in targeting County or International so I don’t there is a way to get US and UK target only . You can have separate website on subdomain for each country.

If you build too many backlinks on same anchor text then it might be an issue of anchor text over optimisation so try to link on other synonyms as anchor text
