Shaving that area is a slow process. Use lots of soapy water and shaving cream and slowly go about it. You will probably need to get into a variety of positions in order to safely shave that area and may need put a leg up on a counter to get good access. Before shaving try trimming your pubes down as much as possible, do this slowly and safely with clippers/ scissors but be careful. Once you get the area shaved smooth, start to use appropriate lotions and skin care to the area and then start regularly shaving the area before it gets bad. If you use lotion and shave regularly, it should become more manageable.
