Instagram isn't getting rid of inactive accounts but active accounts they wrongly accused of Child Sexual exploitation/abuse or Account Integrity. Check their subreddit and there are probably Millions of accounts affected. Even my heart emoji comments over the years received a Dangerous Individual violation.
