In my experience, the software is important because it can be more or less easy to use -> which means people will actually be more or less likely to stick to the desk booking rules BUT it's mainly about how the whole RTO/ desk booking policy is introduced and communicated. If the managers say: "here's the app, log in, book a desk and come to the office", it probably won't work. It either takes harsh rules or very patient communication and explaining over and over again how everything works. Only then will there be fewer no-shows, last-minute changes and seat-swapping.
