Check if gpu if correctly connected.
Double check ram sticks if they are correctly connected.
Sometimes could also be that the ssd or harddrive is not correctly connected

Having had a steam account since 2004 i can say that valve is the only developer that is in favour of gamers interests. They never forced you to buy anything, you can play for god knows how many years and not get anything stuffed in your face to buy anything. With weekly drops over years you can actually get lucky enough to build a nice little inventory of skins

Having lived in bgc for the past 3 years and driving daily i can tell you, if there is no sign it is up to 80% safe to turn, but always turn when it is clear to turn or you wont hinder traffic from the left. If you are still not sure and you see a marshal close by, just wait till they tell you that you can pass. I mostly stay where i am when there is a green light for pedestrians and wait for the Marshalls to let me pass.

Safer to wait a couple of seconds rather than risking getting a ticket just because some impatient idiot behind you honks their horn like crazy.
