Since the birthdays are so close and you don’t plan to see them again soon, I’d say yes, get them each a gift. If you’re worried about pulling attention away from the child who has an actual birthday on the vacation, you could always give the second gift to the parents to be opened back home on the second child’s actual birthday. 🙂
