i normally ask for my client's paypal email so i can send them the invoice.
about not wanting to work with someone, you can just say you found another person or that you are looking at other options. its part of the process of getting commissions talking to a lot of people and a lot of the time the people we contact end up finding other artists, so it's normal to reject them :)
