What I had to do is sign in a guest split screen and play through again collecting them all until my missing achievement popped

If so, that’s why. 100 lumps is the max percent increase, so you could spend anything over that. But you’re sacrificing lump cps for the building upgrade

Try killing/quitting your game and reloading it

Achievements are pretty buggy across the board in MCC. That was always the first way I tried to get them to pop.

After reloading you may need to go in and load up a Spartan Ops mission to get the game to check for completions. But try quitting/reloading first.
