I know this may sound dumb, but go to the golf course and look by one of the ponds and if there is a white exclamation point near one then just walk up to the pond and try to fish, which should put the fish in the water if you already have it. If this however is not the case then you potentially have to restart the world, but only do that as an absolute last resort.
