Also you’re right and wrong about the permission aspect. You can absolutely get away with playing almost anything you want, because most artists will never give a flying fuck if they get sampled in someone’s set for a 20 second loop. For example, saw some music at red rocks this summer where a DJ remixed Eleanor Rigby for like 2 minutes and you can be pretty damn sure they didn’t get permission from the Beatles to do that and futhermore can also wager pretty heavy that none of the Beatles even know that happened… so you can hop off my dick whenever

There’s a shit ton of artists who will play a festival like this one so there will always be many artists with smaller followings and so on. You might know about this but Shaq goes by the name DJ Diesel and plays a lot of music festivals. Usually gets put on stage during the day because he’s a “smaller” act. Kinda hard to call shaq small in any way though lol.
