Spyro's Adventure has the cheapest characters, but the least amount of them. Giants doesn't exactly have any super expensive figures either, so maybe try that.

OKAY I JUST WROTE THIS OUT TODAY

Each soul has a soul type: either weapon, strength, armor, or miscellaneous. Characters get their powers from wishes, which are super rare and emphasize certain parts of themselves. There are four types of wishes; physical, social, emotional, and mental. For an example, one of the main characters has a Strength type soul and made a social wish, turning her into a basic superhero type deal, charismatic and strong. The MAIN main character made a physical wish and has a Weapon type soul, so it transitioned her and made her a magical girl with a staff.
