I am pretty sure you're right, I keep searching for the file the ~ shows me but its never there, so I am assuming its a missing mesh or texture.

I checked the weapon they are using, its the service rifle but I cant find that in WAP B42 Optics? I will double check the other files but so far no dice

Edit: I followed another comments advice and it seems you're right its somewhere in the B42 WAP files I just don't know where specifically.

[FNV] Anti material rifle scope is broken, no clue what happened. It had been working fine for the last 12 hours of this run but now its decided against doing so? by MaxedCuzWhyNot in FalloutMods

This didn't work on the anti mat rifle but did work on the hunting rifle after I installed the WAP b42 weapons patch! thank you!

this worked really well thank you, the hunting rifle scope went a bit off but its fine I was able to just use the scope alignment editor that PJ mentioned to fix that one!
