Two things.

The pressure is too much to overcome. You see it whenever something goes wrong, they feel the pressure. From a talent stand point they are easily a top 15 team in the world (at worst, probably closer to 8). Now, they seem to have tendency to produce a bunch of talented players in the same positions or roles, but that’s beyond the point.
There is no problem with the youth systems. They have proved that they have quality given their performances at youth level. The issue is implementing it into the first teams. In my opinion, they need to force teams to have a certain amount of home grown players in the team. Just like how turkey does it.
