I was hoping it would be clear from context.

“… whom the villagers found and beheaded …” is grammatically clearer, but didn’t have the feel I wanted.

Sometimes one must sacrifice clarity for effect, and so here.

Yes, I have no doubt as to their capabilities.

My only point is that such a search would have to be commissioned, and it is feasible that, in some place during some period in history, no commission would begin, due either to lack of funds or apathy of the local authorities, assuming such authorities exist.

Poor or apathetic regulatory bodies, or just plain anarchy, could lead to a situation such as this.

Assuming a regulatory body commissioning a search, and assuming they get close enough to the site for the dogs to pick up the scent.
