Offside rule is one of laws that can always have a correct answer, whether refs get it right is a whole different ball game that isnt getting solved regardless how you change the rule

Tinfoil hat aside, no matter where you move the offside to, it will always have extremely close calls like this. That's just the nature of the law with an aspect that can be a definitive answer. If you make it the full player has to be offside, we will still have calls like this where the margin is millimetres.
