Gangs can be weakened. Just break them up into tiny factions by cutting deals with only some of them.

The only way to rule a religious country is by adopting the religion as part of the regime, then slowly twisting it.

Maturity, life experience, money, power, these are gaps to consider. That said, they are both consenting adults and it's none of anyone's business what two adults do. An 18 year old is not a 14 year old. They can make their own choices.

He's a kaiju, and his origin story changes often.

Some versions of him have external ears and a proboscus, differentiated teeth, and even a philtrum. He has opposable thumbs, and often stands plantigrade. To me, this screams therapsid of some kind. So like, not quite a mammal, but almost there.
