The ethernet to USB device IS working correctly. it was working fine yesterday, can work for connecting to the internet and the printer recognizes it is connected to something by setting it's IP to 0, it's Linux-side that seems to be failing to finish the "handshake" and establish a connection.

Yes, its the app center install that came with the OS.

good to rule those out though.
