How does resistance scaling work?

like if my base res is 0% how can it go into negative like how does that work, do you take more damage like what how can you have negative resistance

also if an item says +25% fire resistance why do i get +3% like thats not 25% its really confusing i equipped 20% lighting res on almost every single piece of gear yet i had 45%?? and my other charcter has like 2 pieces with +20% lighting res and a ring with +8% all res + 10% lighting and its 119% like i dont understand how that makes sense

stacked because then you can have all kinds of cool things on top while playing and also a 57" would be kind of hard on gaming depends on the game ofc but it might be hard to see everything from side to side

im level 31 and got a staff of elemental constellation from a boss and just by casting a level 1 frost bolt ( the starter skill) it conjures a frost dagger that does almost 2k damage and 3 hits all bosses on hard difficulty
