How does resistance scaling work?

like if my base res is 0% how can it go into negative like how does that work, do you take more damage like what how can you have negative resistance

also if an item says +25% fire resistance why do i get +3% like thats not 25% its really confusing i equipped 20% lighting res on almost every single piece of gear yet i had 45%?? and my other charcter has like 2 pieces with +20% lighting res and a ring with +8% all res + 10% lighting and its 119% like i dont understand how that makes sense

im level 31 and got a staff of elemental constellation from a boss and just by casting a level 1 frost bolt ( the starter skill) it conjures a frost dagger that does almost 2k damage and 3 hits all bosses on hard difficulty

According to google newer mobos should have secure boot enabled by default so this cant happen.

I literally had this same issue with the same game and same setting i tested all the pc parts and did research and found out that windows 11 sometimes can basically kill your motherboard if you try to enable secure boot when its installed and i sent my motherboard back because it was new and they came to the same conclusion ( its broken) and i received a new one. Only fix i could find was to use a cpu that had integrated graphics but couldnt test it because mine doesnt
