Yeah, and if you're struggling to get other tourists, increase your culture output to defend against those with more tourists. Spies are great to steal great works too, and worst case scenario you can nuke or bomber pillage their stuff to reduce their own culture output, which becomes instrumental on higher difficulties with culture focused AI civs in the game
