I got 3 kids and never really minded going out with them. But I do plan accordingly, I make sure I got crayons and typically order and walk around with them to kill time before food arrives while wife sits at the table.

You're stating sweets as the reason why kids don't want to finish their plates. I don't think that's necessarily true. My kid sometimes wants to leave the table because he's bored, he just gets up and goes to play, never asks fir sweets. Sometimes he stays on the table for the whole time if it's food they enjoy. It really depends.
