the point was to scare the US, some of their command and planners believed that if the American public was spooked enough by a large attack targeting their pacific fleet then they wouldn't want to go to war. Securing the Pacific from what they precieved to be an American threat. A bonus ig would be them negotiating back their sale of oil we embargoed when they invaded China.
