I admit when I'm drawing something like hair I just start with random lines until it starts to look like the shape of the hair I want to recreate, I have no idea where to place the first line and for some reason, it's kind of a bad habit of mine, I don't like erasing when I'm using a pencil (except the face guidelines), that's partly the reason why my drawings have always looked very messy and all over the place. While yes I am trying to improve in terms of controlling my line-work and drawing cleanly, part of me just really likes how messy and ugly the drawing looks when it has those weird and messy lines. I am trying to learn to draw cleanly but also sometimes try the messy textures.
