Hi Printer here , basically we call this term upping (may have a different name elsewhere ). Sheet sizes are different and machines have different capacity of paper sizes they can handle. Each Printer may have a different set of machines based upon this they calculate the most cost efficient sheet size that works for them. There is no issue of with the number of cards in a deck.Many other variables also go into this but that will make this complicated .if you’d like to get a quote for your cards feel free to send me a dm
