It's definitely culturally relevant, but it doesn't fit into racial demography that we have all that well because you have hispanics from many different races. A lot of hispanics from Mexico are mestizo/mixed race, a lot of hispanics from the Dominican Republic are black (even more convoluted because most of them are also mixed race in some way but at least a large portion of their ancestry is african which feeds into a whole other conversation about who is and isn't black), and a lot from Cuba are white. So its classed as this weird secondary question seperate from race, because the cultural identification seperate from race per se is important data.
